I'll second that, consistency is best. At 189, chances are in a few hours he'll be at 400 again, so I wouldn't wait to give the insulin.
You may have to adjust his regular dose to compensate for him eating a bit later than normal. Or reduce the dose sometimes to prevent overlap. But then you're doing different doses all the time; could affect regulation.
And his glucose rise after eating, 125 to 175, after 30 minutes, and 3/4 of food amount, that's about 4 points (Canadian), which is somewhat normal in my opinion. And food plays a role in that; low glycemic vs high glycemic, etc.
My dog can go up 8 points at the top of his curve, 4 hours after eating, albeit that's with insulin at mealtime.
